One way to measure a civilised and humane society is by the trouble it takes to help the weaker members of the community obtain their legal rights. Particularly at risk are those who have been convicted of criminal offences.
MICHAEL ZANDER talks about a study he has recently completed of the appeal procedure in .these cases, and explains why he is concerned about the present system.
