The Marcos Factor
In the Philippines, 20 years of authoritarian rule are drawing to a close. President Marcos is sick and his regime is on the defensive, unable to deal with either the collapsing economy or the spreading guerrilla war. But, even in this political twilight, the traditional opposition lacks credibility and has been unable to produce either the ideas or the man to challenge the Marcos factor.
