John Kemp , having with Seraphina's assistance escaped in a rowing boat from his captivity in the ship carrying O'Brien aqd the Riegos back to Cuba, manages to get aboard an English vessel the Breeze. Lying becalmed off the town of Rio Medio, she is suddenly attacked by the Lugarenos or pirates of the bay, led by Tomas Castro. Kemp is overpowered and carried off. From Castro he learns that the Riegos were put ashore at the Rio Medio but that O'Brien has gone on in the ship to Havana.
Kemp meets for the first time a strange and sinister character named Manuel-del-Popolo, a crazy singer and guitarist. Taken by Castro to the bedside of Don Carlos-who now lies dying in the Casa Riego-John learns at last the truth of what has been puzzling him for so long-that Carlos has used the pirates for the first and only time to prevent Kemp from going to Havana where O'Brien is awaiting his arrival.
