Marshes, participation is the name of the game. But a new British survey shows children are less fit than they were a generation ago, and resources for sport are drying up worldwide. In the former Soviet Union, organised sport is crumbling with the old regime; in China, the effort is increasingly going into elitist sport; and in the west, television seems to have more supporters than exercise. Tonight's film investigates whether "Sport for All" can ever be more than a dream?
