Edward Gurney is the engineer in charge of building a vast dam somewhere in South America. Despite floods, sabotage, and disaster he means to get the dam completed on schedule, regardless of the cost in human life and suffering. For material progress is the only thing Gurney believes in, and he is prepared to sacrifice himself and anyone else to it.
