3: Separate Identities
Like the Catholic kings of the past. General Franco believed in Spain's sacred unity and refused to tolerate regionalism. But the new Spanish Constitution of 1978 accepted regional identity as a part of the richness of the nation. However, moves towards autonomy have not been radical enough for some of Spain's 17 regions and there is continued friction. Robert Graham analyses this unresolved issue and talks to some of those involved.
