The Idea of International Understanding

The speaker analyses what is, or may be, meant by international understanding. How can one whole, nation understand another? He stresses the difference between sharing another country's outlook, and appreciating why it has that outlook, which is both more difficult and more valuable. The first step towards international unity, he suggests, is for each state to look to its own cultural level-we should 'cultivate our own gardens'.
