Mr. Finley suggests that Diocletian has been peculiarly prone to the misguided intentions of historians wishing to draw lessons from the past.' He argues that although bureaucracy saved Rome in the late third century, this ' tells us nothing whatever about what bureaucracy may or may not accomplish today.'
