China threatens to tear up the Patten blueprint. In Hong Kong, growing concern about post-1997 civil rights forms a backdrop to the 1995 elections, which turn out to be a triumph for democracy and for Patten. However, they are soon overshadowed by new conflicts over the "rule of law" and British passports.
