Playing the Scottish Card
In recent months, rates reform, the teachers' dispute and the crisis in the steel industry have made Scottish politics more turbulent than at any time since the Devolution debate of the 1970s, but few people, the Scots included, realise that Scotland is already administered separately from Whitehall.
