Michael Furze has returned from his travels and come to lodge with his brother Stephen, the hated moneylender of Polchester. He has pawned a valuable 17th-century Spanish crucifix, but the money is soon gone and he finds himself completely in his brother's power. Meanwhile there is a growing discontent in Polchester, where the tradesmen and the unemployed of Seatown feel they are less well represented than the cathedral folk in the planning of the pageant.
