The Bullock Committee on Industrial Democracy is due to report at the end of the year. and it seems to be moving towards recommending union representation on the boards of the largest British companies. Not all unions agree with this, and management does not speak with one voice on Industrial Democracy either.
What should be the extent of Trade Union participation in decision-making in industry? Are the TUC's proposals the first step to workers' control? What can we learn from overseas?
