The plethora of parties in The Netherlands reflects a passion for democracy unequalled in Europe. Add to that, a system of Proportional Representation and it becomes almost impossible for one party to win an overall majority. Elections are invariably followed by a bewildering game of consensus and coalition with all the moves and counter-moves taking months before a new government can be formed.
