Police drama. An off-duty New York cop on his way home to the small New Jersey town of Garrison fires his gun at two joyriding youths, who subsequently die. The incident is covered up by the officer's corrupt colleagues, but an Internal Affairs investigator suspects foul play and approaches Garrison's easy-going sheriff, Freddy Heflin , for help.
