Professor of Social and Administrative Studies, University of Oxford ' Neither Marxism nor liberalism can solve our central problem - the problem of order or, as I put it, fraternity. Both theories come out of the earlv development of capitalism, both over-estimate the possibility of economic solutions. I want to argue that there are native traditions of social and political theory, which can be of more use to us in our search for a solution.'
