In 1917 the American Constitution was amended and Prohibition written in. Sixteen years later it was written out. ' The noble experiment,' as J. Edgar Hoover termed it, had been seen to have failed miserably. The word ' Prohibition ' itself came to stand for a bloody era of gang warfare, bootlegging, political graft.
