Governments today are much dominated by the expert scientific advisor. Is his pragmatic approach healthy where the great issues of political morality are concerned? Mr. Fowler argues that it is very unhealthy. He takes the work and attitudes of two distinguished American academics to illustrate his theme: B. F.
