In the conurbations and their rural fringe, the speaker says, the guidance of land use will matter most to most people. He defines some objectives planners should set themselves to make life more attractive for inhabitants of cities such as Manchester and Liverpool.
It is expected that the Local Government Commission (England) will begin by considering the problems of these and the other provincial conurbations.
