A programme based on the Report of the Select Committee on Public Institutions, March 1860. The object of the Committee's inquiry was to find whether Parliament could provide more facilities for promoting the healthful recreation and improvement of the people,' and, if so, would the people benefit from them. Many famous men, among them, Professor T. H. Huxlev and John Ruskin , gave evidence; some of the points raised are now historical curiosities, others are still topics of conversation.
