The Civil Defence forces were formed long before the Home Guard and, consequently, while the ARP has the younger, fitter men, the Home Guard has more than its share of veterans. So when the powers suggest an exchange of personnel, Mainwaring's outfit set out to thwart it with the 'young look.'
