Fifty years of attempts by successive governments to halt Tyneside's decline by attracting new jobs from elsewhere have only treated the symptoms of the area's problems. The only real solution - and this will take many years - is to develop a new industrial base with the kind of dynamic which first made Tyneside a world leader.
