Neither the loss of the Empire nor the disappointing story of our EEC membership explain Britain's decline, but both have contributed to the country's continuing failure to find a convincing new ' identity' in the world.
Britain's international identity can now only be found in Europe but this does not mean in the discredited and unpopular world of Brussels. Nor does it mean that 'Island Britain' should abandon its old ties with the rest of the world.
