At a certain moment in the world's history the Controleur of the Atlas Islands was Mynheer Evert Gruyter and he ruled the inhabitants with firmness, tempered by a keen sense of the ridiculous. He had thought it a very good joke to be placed at 27 in such a position of consequence, and at 30 he was still amused by it.
