Richard Monckton has pledged that his will be ' a presidency of all the people', but immediately following his inauguration White House doors begin to close, sealing off the President from all but his closest aides. As Chief of Staff, Frank Flaherty creates an atmosphere of fear and insecurity among the staff and exercises dictatorial control over all.
Young White House staff members Adam Gardiner , Hank Ferris and Roger Castle begin their careers in government, each with different hopes and ambitions.
