The welfare state has been more or less unchallenged since the Beveridge Report was first accepted more than 30 years ago. Now, however, the atmosphere is changing. At a time of economic difficulty and cuts in the rate of growth of public expenditure, schemes for a radical change of direction in social policy are being put forward. What is the aim of our existing social policy? How well is it working? And what new ideas are being proposed?
